Nacrt izvještaja EP: Podrška građanskoj BiH, “koncept konstitutivnosti” samo primljen k znanju

Evropski parlament “ponavlja svoju jasnu podršku građanskoj i demokratskoj transformaciji BiH kroz evropske integracije, utemeljenoj na jedinstvu, suverenitetu i teritorijalnoj cjelovitosti, utemeljenoj na načelima jednakosti i nediskriminacije svih građana BiH, kako je navedeno u ustavu i u skladu s odlukama Evropskog suda za ljudska prava”.

Evropski parlament prima k znanju koncept konstitutivnih naroda, ali naglašava da ovaj koncept ni na koji način ne bi trebao dovesti do diskriminacije drugih građana ili implicirati bilo kakva dodatna prava za osobe koje se identificiraju s jednom od ovih skupina u odnosu na druge građane BiH.

Ovo je citat jednog paragrafa nacrta Izvještaja o napretku Bosne i Hercegovine koji bi 14. juna trebao biti razmatran u Evropskom parlamentu. Cjelokupan dokument možete pročitati ovdje, a njegove najbitnije dijelove čitajte u nastavku.

U nacrtu izvještaja koji je pripremio Paulo Rangel (EPP), portugalski zastupnik u Evropskom parlamentu zadužen za Bosnu i Hercegovinu, jasno je navedeno da se pruža podrška građanskoj Bosni i Hercegovini.

Evropski parlament “ponavlja svoju jasnu podršku građanskoj i demokratskoj transformaciji BiH kroz evropske integracije, utemeljenoj na jedinstvu, suverenitetu i teritorijalnoj cjelovitosti, utemeljenoj na načelima jednakosti i nediskriminacije svih građana BiH, kako je navedeno u ustavu i u skladu s odlukama Evropskog suda za ljudska prava”.

Podsjećamo, u prvobitnoj, neusaglašenoj verziji Izvještaja, sačinjenog u aprilu ove godine,  termin “konstitutivnost”  bio je promovisan.

“Evropski parlament ponavlja svoju jasnu podršku demokratskoj transformaciji BiH kroz evropsku integraciju, zasnovanu na suverenitetu i teritorijalnom integritetu, utemeljenoj na principima jednakosti i nediskriminacije svih građana i konstitutivnih naroda kako je ugrađeno u Ustav”, bilo je navedeno u prvobitnom nacrtu Izvještaja, koji je, u međuvremenu, drastično izmijenjen. 

Ali vratimo se ovom posljednjem nacrtu koji je usaglašen i o kojem bi se naredne sedmice trebao biti razmatran u Evropskom parlamentu. Paulo Rangel sada samo “prima k znanju” konstitutivnost. Istovremeno, on potencira na pravima svih građana, ističući da konstitutivnim narodima ne bi trebala pripasti veća prava u odnosu na druge građane. Osim ovog dijela, bitnog za buduće izborne reforme, Rangel se bavi i pitanjem NATO integracija BiH.

“‘(EP) Pozdravlja izjave generalnog sekretara NATO-a od 4. i 24. marta 2022. o potrebi dalje podrške BiH, uključujući očuvanje njenog suvereniteta i jačanje kapaciteta odbrane, te prepoznaje dodatnu vrijednost koju bi donijelo članstvo BiH u NATO-u“, navedeno je u nacrtu Rangelovog izvještaja o napretku BiH. 

Dalje, Evropski parlament prima k znanju da je “implementacija spoljnopolitičke strategije Bosne i Hercegovine 2018-2023, koja uključuje punopravno članstvo u EU, aktiviranje Akcionog plana za članstvo u NATO-u, borbu protiv terorizma, saradnju na regionalnom nivou, te bilateralnu i multilateralnu saradnju , potkopana je čestim divergentnim pozicijama, zbog čega potiče vlasti da ubrzaju njegovu provedbu. 

Lider SNSD-a Milorad Dodik je u nacrtu izvještaja označen kao najbitniji faktor destabulizacije, pa se, zato, poziva na njegovo sankcionisanje.

“Evropski parlament poziva EU, njene države članice i međunarodnu zajednicu da slijede primjer Sjedinjenih Država i Ujedinjenog Kraljevstva i koriste sve raspoložive alate, odnosno ciljane sankcije i suspenziju sredstava protiv destabilizirajućih aktera u zemlji, uključujući i one koji ugrožavaju teritorijalni poredak Bosne i Hercegovine, a posebno Milorada Dodika , i poziva sve države članice EU da osiguraju da takve sankcije mogu biti usvojene od strane Vijeće, navedeno je u izvještaju, piše Istraga.

U tom om pogledu Evropski parmalent “žali zbog izmjene postupka donošenja odluka u kontekstu produženja režima sankcija EU-a za BiH u martu 2022. godine.

Podsjećamo, na insistiranje Mađarske izmjenjen je način sankcionisanja, pa je, tako, sada potreban pristanak svih članica EU da bi neki zvaničnik u BiH bio sankcioniran.

Ima naroda koji izvoze automobile.
Ima naroda koji izvoze tehnologiju.
A mi smo uspjeli izmisliti nešto sasvim novo – izvozimo vlastite kupce.
Nobelova nagrada za ekonomiju možda još nije ustanovila kategoriju “najuspješnije poklanjanje tržišta konkurenciji”, ali kada bi postojala, Federacija Bosne i Hercegovine bila bi ozbiljan kandidat.
Zatvori trgovine u Federaciji.
Otvori blagajne u manjem bosanskom entitetu RS.
I onda se neko čudi što je promet tamo porastao.
Jučer mi priča jedan Bošnjak iz Doboja, čovjek koji od 1996. godine vodi porodični biznis. Kaže: “Od kada ste vi u Federaciji uveli neradnu nedjelju, Doboj je procvjetao. Ali nije stvar samo u nedjelji. Ljudi su se navikli dolaziti i ostalim danima.”
Eto cijele ekonomske studije u dvije rečenice. Nisu nam trebali instituti. Nisu nam trebali eksperti. Trebao nam je jedan trgovac iz Doboja.
Dok se u Sarajevu vode filozofske rasprave o tome kako zaštititi domaću trgovinu, domaća trgovina se – preselila. Kupac je vrlo jednostavno biće. On ne raspravlja. On kupuje.
Ako su vrata zatvorena, neće održati govor o socijalnoj pravdi ispred zaključane prodavnice. Sjest će u auto i otići tamo gdje su vrata otvorena.
Ekonomija ne poznaje emocije. Kasa nema nacionalnost. PDV nema patriotizam. Novac ide tamo gdje ga dočekaju.
I tako svake nedjelje gledamo možda najskuplju turističku akciju u novijoj historiji Bosne i Hercegovine. “Posjetite Doboj!”. “Posjetite Bijeljinu!
“Posjetite Gradišku!” Ne treba turistička zajednica. Dovoljna je neradna nedjelja. Naši građani odu kupiti hljeb. Usput natoče gorivo. Popiju kahvu/kafu/kavu. Ručaju. Kupe dječiju odjeću. Televizor. Frižider. I ostave stotine maraka tamo gdje ih niko nije morao posebno nagovarati da dođu.
Kada bi neko namjerno htio osmisliti model za preusmjeravanje potrošnje iz jednog dijela zemlje u drugi, teško bi smislio efikasniji.
Najljepše u cijeloj priči jeste što se sve to naziva zaštitom domaće privrede. To je otprilike kao da zaključate vlastitu kuću da biste zaštitili namještaj – pa komšiji ostavite ključ.
Ni veliki nisu ostali imuni na ovakve greške. U Njemačkoj se godinama vode rasprave o ograničenom radu trgovina nedjeljom upravo zato što dio potrošača odlazi u Nizozemsku ili Belgiju kada procijeni da mu je to praktičnije. Tržište ne poznaje administrativne granice – ono prati potrebe ljudi.
Naravno, niko razuman nije protiv toga da radnici imaju slobodan dan. Naprotiv. Ali radnik se ne štiti tako što će mušterija otići konkurenciji. Radnik se štiti većom platom. Poštenim rasporedom smjena. Plaćenim prekovremenim radom. Dostojanstvom na poslu. To su evropske vrijednosti.
A zatvaranje vlastitih trgovina uz očekivanje da će kupci ostati kod kuće nije evropska vrijednost. To je bosanski eksperiment. I, sudeći po rezultatima, prilično skup.
Zato pozivam građane Federacije Bosne i Hercegovine da dignu svoj glas. Ne protiv slobodne nedjelje. Nego protiv politike koja od slobodne nedjelje pravi slobodan odlazak našeg novca tamo gdje ne pripada.
Jer država koja sama zatvara vlastito tržište ne može poslije optuživati građane što kupuju tamo gdje je otvoreno.
Na kraju ostaje samo jedno pitanje.
Ko će odgovarati za ovu ekonomsku lekciju plaćenu novcem građana?
U ozbiljnim državama, kada neka mjera proizvede suprotan učinak od onoga zbog kojeg je donesena, vlast je mijenja.
Samo kod nas se greška proglašava principom, a šteta uspjehom.
Možda će jednog dana neko predložiti i “neradni ponedjeljak”, čisto da se komšije dodatno razviju.
Jer ako već izvozimo kupce, zašto stati na jednom danu?

Bosnu i Hercegovinu danas očekuje promjenjivo i nestabilno vrijeme uz kišu, pljuskove i grmljavinu u većem dijelu zemlje. Meteorolozi upozoravaju da se lokalno mogu razviti i jača nevremena praćena obilnim padavinama, gradom te prolazno jakim do olujnim udarima vjetra.

Iako će temperature i danas ostati visoke, a vrijeme sparno i neugodno, upravo će pljuskovi na pojedinim područjima donijeti kratkotrajno osvježenje.

Prava promjena vremena stiže tokom noći i sutra, 2. jula, kada će sa sjeverozapada zemlje prodrijeti hladna fronta koja će označiti kraj dugotrajnog toplotnog talasa.

Dolaskom hladnijeg zraka očekuje se osjetan pad temperatura, pa će narednih dana vrijeme biti znatno ugodnije za boravak na otvorenom. Prva dekada jula trebala bi proteći u znaku prijatnih ljetnih temperatura, bez ekstremnih vrućina koje su obilježile prethodni period.

Građanima se savjetuje oprez zbog mogućih lokalnih nevremena, posebno u poslijepodnevnim i večernjim satima, kada će atmosferski uslovi biti najpogodniji za razvoj jačih grmljavinskih sistema.

Nakon nekoliko sedmica iscrpljujućih vrućina, pred nama su konačno ugodniji ljetni dani i znatno prijatnije temperature.

Premijer Federacije Bosne i Hercegovine Nermin Nikšić najavio je da će Vlada Federacije BiH danas pripremiti instrukciju koja će se odnositi na mogućnost proglašenja neradnog dana u četvrtak, povodom historijske utakmice fudbalske reprezentacije Bosne i Hercegovine protiv Sjedinjenih Američkih Država na Svjetskom prvenstvu.

Kako je pojasnio, Vlada će uputiti inicijativu poslovnoj zajednici i jedinicama lokalne samouprave, koje će samostalno odlučiti hoće li uvesti neradni dan ili prilagoditi radno vrijeme svojim zaposlenima.

Osim toga, lokalnim zajednicama bit će upućen prijedlog da ugostiteljskim objektima koji organizuju zajedničko praćenje utakmice omoguće produženo radno vrijeme kako bi navijači mogli bez ograničenja pratiti jedan od najvažnijih mečeva u historiji bh. fudbala.

Podsjetimo, reprezentacija Bosne i Hercegovine će u osmini finala Svjetskog prvenstva odmjeriti snage sa selekcijom Sjedinjenih Američkih Država. Susret se igra u noći sa srijede na četvrtak, 2. jula, s početkom u 02:00 sata po vremenu u Bosni i Hercegovini, na stadionu San Francisco Bay Area u Santa Clari.

Očekuje se da će veliki broj građana utakmicu pratiti u ugostiteljskim objektima i na organizovanim javnim okupljanjima širom Bosne i Hercegovine, zbog čega je Vlada odlučila omogućiti veću fleksibilnost u organizaciji rada tokom te noći i narednog jutra.

Barbarez se osvrnuo na brojne kritike koje su pratile reprezentaciju tokom turnira, poručivši da su rezultati i zajedništvo mnogo važniji od rasprava o taktici, sastavu i pojedincima.

“Zar je važno šta ‘stručnjaci’ kažu, ‘smijemo’ li igrati sa dva napadača, ili koji igrač ‘mora’ igrati, da li smo ‘srednja’ ekipa ili kako ‘moramo’ sve pobijediti sa 3:0 ili ‘da ovako ne možemo protiv Amerikanaca’, a mi ispisasmo fudbalsku historiju, mi učinismo narod nikad sretnijim i ponosnijim, ujedinismo narod, stvorismo nove idole”, napisao je Barbarez uz zajedničku fotografiju reprezentacije.

Selektor je istakao kako uspjeh reprezentacije nadilazi sportski rezultat, naglašavajući da je najvažnije zajedništvo koje je reprezentacija probudila među navijačima.

“Zar nije važno da sanjamo snove, zar nije važno da smo zajedništvo, zar nije važno da se zastava BiH već mjesec dana vije na najvećoj svjetskoj fudbalskoj sceni, zar nije važno da ‘stvaramo’ svjetliju budućnost, zar nije važno da smo ponosni”, poručio je selektor.

Bosna i Hercegovina je pobjedom nad Katar ostvarila najveći uspjeh u historiji reprezentacije plasmanom u nokaut fazu FIFA Svjetsko prvenstvo 2026.

Pred Zmajevima sada slijedi novi veliki izazov. U šesnaestini finala Mundijala protivnik će biti reprezentacija Sjedinjene Američke Države, a cijela Bosna i Hercegovina vjeruje da Barbarezovi izabranici mogu nastaviti ispisivati stranice fudbalske historije.

Stiže prvi veliki toplotni val: U BiH do 40°C, izdato narandžasto upozorenje

Bosnu i Hercegovinu od vikenda očekuje prvi ozbiljniji toplotni val ovog ljeta. Federalni hidrometeorološki zavod izdao je narandžasto upozorenje zbog ekstremno visokih temperatura zraka koje će zahvatiti gotovo cijelu zemlju u periodu od 27. do 30. juna.

Upozorenje se odnosi na period između 11 i 17 sati, kada se očekuju dnevne temperature od 33 do čak 40 stepeni Celzijusa. Meteorolozi upozoravaju da ovakvi vremenski uslovi mogu predstavljati ozbiljan zdravstveni rizik, posebno za djecu, starije osobe i hronične bolesnike.

Građanima se savjetuje da izbjegavaju duži boravak na suncu u najtoplijem dijelu dana, unose dovoljno tečnosti, nose laganu i svijetlu odjeću te, ukoliko je moguće, borave u rashlađenim prostorijama.

Kakvo nas vrijeme očekuje?

Petak (26. juni) donosi pretežno sunčano vrijeme uz malu do umjerenu oblačnost. Tokom poslijepodneva moguć je poneki lokalni pljusak u centralnim, istočnim i jugozapadnim dijelovima Bosne te ponegdje u Hercegovini. Dnevna temperatura kretat će se između 29 i 35°C, dok će na jugu dosezati i 38°C.

Subota (27. juni) bit će pretežno sunčana, uz slab istočni i sjeveroistočni vjetar. Jutarnje temperature iznosit će od 15 do 20°C, na jugu do 24°C, dok će dnevne dosezati između 32 i 37°C.

Nedjelja (28. juni) donosi nastavak sunčanog i veoma toplog vremena. Jutarnje temperature bit će od 15 do 21°C, na jugu do 25°C, a dnevne između 33 i 39°C.

Ponedjeljak (29. juni) prema prognozama bit će najtopliji dan ovog toplotnog vala.

Očekuje se pretežno sunčano vrijeme uz maksimalne temperature od 34 do čak 40°C.

Utorak (30. juni) zadržat će se vrlo toplo vrijeme uz malu do umjerenu oblačnost. Dnevna temperatura kretat će se između 34 i 39°C, što znači da će se ekstremne vrućine nastaviti i početkom naredne sedmice.

Meteorolozi pozivaju građane na dodatni oprez tokom trajanja narandžastog upozorenja, a posebno u najtoplijem dijelu dana kada su moguće zdravstvene tegobe usljed visokih temperatura. Preporučuje se izbjegavanje fizičkih aktivnosti na otvorenom, redovna hidratacija i posebna briga o najosjetljivijim kategorijama stanovništva.
